Kestrel supplied GFRP material for the Union Road, Surrey Hills Level Crossing Removal Project, which removed two dangerous level crossings, at Union Road, Surrey Hills, and Mont Albert Road, Mont Albert, by lowering the rail line into a 1.3-kilometre trench. The project delivered a new Union Station with lift and stair platform access, alongside surrounding community infrastructure.

The crossings were removed and Union Station opened in May 2023, helping the Lilydale line achieve level crossing-free status in 2024, as part of Victoria's broader program to remove 110 dangerous level crossings by 2033.
